In short

The new WhatsApp Business rules that matter most in India as on 17 September 2026 are these: per-message billing replaced conversation pricing, Meta will charge for service replies and in-window utility templates from 1 October 2026, messaging limits are now shared across a business portfolio, marketing messages face per-user caps, and miscategorised utility templates are moved to marketing automatically. Opt-in stays compulsory.

Key takeaways
  • From 1 October 2026 Meta will charge for replies inside the 24-hour window, after 1,000 free service messages per number each month.
  • Messaging limits moved to the business portfolio on 7 October 2025, starting at 250 and rising to 2,000, 10,000, 1,00,000 and unlimited.
  • A utility template that reads like a promotion is approved or re-categorised as marketing, and repeat misuse brings restrictions.
  • Per-user marketing limits mean some broadcasts fail with error 131049, and Meta asks you to wait 24 hours before retrying.
  • Accounts with India as the Sold-To country must move to INR billing by 31 December 2026.

Pricing rules: paid replies arrive on 1 October 2026

The change with the widest reach is on Meta's upcoming pricing updates page. Non-template replies inside the 24-hour customer service window have been free since 1 November 2024. From 1 October 2026 Meta will charge for them as service messages, at the same rate as utility messages for the market. The rate card for October lists India at INR 0.115.

Each business phone number gets 1,000 free service messages a month, and the unused part does not roll over. Meta counts replies from a human agent and from a third-party AI assistant alike as service messages. Utility templates sent inside the window, free since 1 July 2025, will also be charged from the same date.

Meta also says that without a payment method on file, service messages beyond the free tier will not be delivered. The free entry point window after a Click to WhatsApp ad stays free; Meta's pricing page now says it may stay open for up to 7 days. Current figures and a worked example are in our WhatsApp Business API pricing guide. For what the old terms mean now, see conversation pricing explained.

Sending rules: shared limits, per-user caps and pacing

Portfolio limits. Since 7 October 2025 the messaging limit belongs to your business portfolio, not to each number. New portfolios start at 250 unique customers in a moving 24 hours. Verifying the business, or sending 2,000 delivered templates of high quality within 30 days, lifts it to 2,000. After that Meta raises it to 10,000, 1,00,000 and unlimited when quality is high and you used at least half the limit in the last seven days. The increase now comes within 6 hours. Adding numbers no longer adds capacity, and one number can use up the whole allowance. Details are in messaging limits and tiers.

Per-user marketing limits. WhatsApp may cap how many marketing templates one person receives from all businesses, based on how they engage. Meta publishes no fixed number. A blocked message fails with error 131049, and Meta asks you to wait at least 24 hours before trying again. Repeated retries can block delivery to those users for up to 24 hours. Users can also stop marketing messages from a business under Offers and announcements.

Pacing and pausing. New, unpaused or non-green marketing and utility templates can be held after a first batch while Meta reads the feedback. A template that reaches low quality is paused for 3 hours, then 6 hours, and is disabled the third time. Portfolios that have sent under 5,00,000 templates in the past year can also have large sends released in batches. Meta has also said a drop in a number's quality rating will no longer lower the messaging limit. Our quality rating explainer covers the colours.

Template rules: category enforcement is stricter

Meta's template category guidelines say a utility template must be non-promotional and tied to the user's own order, account or request. Mixed content, such as an order update with an offer, is marketing. So are cart reminders and renewal nudges, even when the user asked for them. Only authentication templates may carry one-time passcodes.

The wording that passes review is covered in our template approval guide.

Opt-in. Meta requires opt-in before you message anyone. Since the November 2024 policy update the consent may be general rather than specific to WhatsApp, but it must name your business, make clear that the person is agreeing to receive messages, and follow local law. Automated replies are allowed, provided customers have a clear path to a human.

Calling. The WhatsApp Business Calling API works for Indian business numbers. Calls from customers are free. Calls you place are billed by duration and need the user's permission first. You may ask once in 24 hours and twice in 7 days, and the number must have a messaging limit of at least 2,000.

Usernames. WhatsApp is rolling out optional usernames during 2026. A customer who sets one may appear to you without a phone number, identified by a business-scoped user ID. Meta says support for these IDs is required. Business usernames could be reserved from 29 June 2026. See usernames and BSUID explained.

Example conversation

Our order update template got changed to Marketing by Meta and yesterday's broadcast to 3,000 people stopped halfway. What happened?
Two separate rules. The template had an offer line, so Meta treats it as marketing. Remove the offer and create a clean utility template. The broadcast paused because Meta returned a limit error. Your remaining contacts are still queued and the campaign will resume by itself, or you can press Resume now.

Frequently asked questions

What are the new WhatsApp Business rules in 2026?

The main ones are paid service replies and in-window utility templates from 1 October 2026, messaging limits shared across a business portfolio, per-user caps on marketing templates, automatic re-categorisation of utility templates that read like marketing, INR billing migration for Indian accounts by 31 December 2026, and required support for usernames.

Will WhatsApp charge for customer service replies?

Meta has announced that from 1 October 2026 it will charge per delivered service message at the utility rate for the market, listed as INR 0.115 for India. Each business phone number gets 1,000 free service messages a month. Until 30 September 2026 these replies remain free.

Is opt-in still required for WhatsApp Business messages?

Yes. Meta's policy says you may contact people only if they gave you their number and opted in to receive messages or calls from your business. The consent can be general, but it must name your business clearly and comply with Indian law.

Why was my utility template changed to marketing?

Meta reviews templates against its category guidelines, both at creation and afterwards. Promotional wording, mixed content, cart reminders and renewal offers count as marketing. You can edit the template, create a new one, or request a category review within 60 days in WhatsApp Manager.

Does each WhatsApp number have its own messaging limit now?

No. Since 7 October 2025 Meta sets the limit at business portfolio level and all numbers in the portfolio share it. New portfolios start at 250 unique customers in a moving 24 hours and can rise to 2,000, 10,000, 1,00,000 and unlimited.

Can an Indian business make WhatsApp calls to customers?

Yes. Meta's Calling API lists business-initiated calling as available except for business numbers from five countries, and India is not among them. You need the customer's call permission, a messaging limit of at least 2,000, and a payment method, since outgoing calls are billed by duration.
