WhatsApp error 131049: why some marketing messages are not delivered, and what to do
Error 131049 means WhatsApp chose not to deliver a marketing template because that person has reached their per-user marketing limit, which Meta sets from how they read marketing messages. It is not a ban and not a fault in your template. Wait at least 24 hours before resending, because early retries fail again and can block that person for up to 24 hours.
Prices as on 22 October 2026. Figures were checked against the provider's official pages on that date. Providers change prices and rules without notice, so confirm on the official page before you budget. Convo360 adds no markup: you pay the provider directly with your own account. Convo360 is not affiliated with Meta or WhatsApp. This summarises Meta's published documentation on the date shown; Meta's own pages prevail.
- 131049 is a limit per person on marketing templates, not a limit on your number or your business portfolio.
- Meta publishes no fixed number: the cap adapts to each person's recent marketing read rate and inbox activity.
- Wait at least 24 hours before resending to the same person, because repeated retries can block delivery to them for up to 24 hours.
- Marketing templates sent inside a 24-hour window that the customer opened by replying do not count towards the limit.
- Meta charges only for delivered messages, so a 131049 failure costs you nothing except the missed reach.
What error 131049 actually means
When your broadcast report shows some contacts as failed with code 131049, Meta's explanation is one line: the message was not delivered "to maintain healthy ecosystem engagement". In plain words, WhatsApp decided that this particular person has had enough marketing messages for now.
Meta calls this the per-user marketing template limit. According to Meta's documentation, WhatsApp may limit how many marketing templates a person receives from any business in a period of time, when they are less likely to read and engage. It looks at that person's recent marketing read rate and how many messages they already have from friends, family and businesses.
Two things follow from this. First, the limit is about the customer, not about you: a shopper in Pune who received offers from ten brands this week may be capped even if your message is the first one you sent her this month. Second, Meta publishes no fixed number. If someone tells you the limit is two messages a day, they are guessing. The limit adapts over time as the person's engagement changes.
How 131049 differs from other WhatsApp failures
Several error codes look similar in a report but need different handling. Here is how to tell them apart, based on Meta's error code reference as on 22 October 2026.
| Code | What it means | What to do |
|---|---|---|
| 131049 | That person has hit the per-user marketing limit | Wait at least 24 hours, then retry once |
| 131050 | The person stopped marketing messages from your business | Do not retry. Stop marketing to them |
| 131048 | Your number is restricted because too many messages were blocked or flagged as spam | Slow down and check quality in WhatsApp Manager |
| 131047 | More than 24 hours since the customer last replied | Send an approved template, not free text |
| 132015 | The template is paused for low quality | Edit the template or wait for it to unpause |
So 131049 is the mildest of these. Your number, your quality rating and your template are not the problem, and other people on the same list are still receiving your campaign normally.
Why retrying the same day makes it worse
The natural reaction is to press retry on every failed contact. Meta asks you not to. Its guidance is to wait at least 24 hours before resending a marketing template to someone who reached the limit. Resending earlier will usually fail again and makes your delivery report less accurate.
There is also a penalty for impatience. If your account keeps retrying within 24 hours, further attempts to those people may be blocked for up to 24 hours, still returning 131049. This does not affect your messages to other customers, but it does waste the one chance you had with that person.
One more case that confuses Indian businesses with NRI customers: Meta's documentation says marketing templates are not currently delivered to WhatsApp users with United States phone numbers. Utility messages such as order updates still work there, but an offer broadcast to +1 numbers will fail no matter how often you retry.
What counts towards the limit, and what does not
- Counts: every marketing template that is delivered to the person, from any business.
- Does not count: marketing messages sent inside a 24-hour customer service window that the person opened by replying to you. A reply resets the picture for that conversation.
- Not covered: the limit is about marketing templates, so your utility templates (order updates, appointment reminders) and authentication templates (OTPs) are not what triggers it.
Customers also have their own control. In WhatsApp, the Offers and announcements setting lets a person mark your marketing as not interesting, which can lower their per-user limit for your business, or stop your marketing completely, which returns 131050. Do not try to escape the limit by labelling offers as utility. Meta re-checks template categories and moves promotional utility templates to marketing; see how template categories work.
How to plan campaigns so fewer messages are held back
Because the limit follows read rates, the businesses hit hardest are the ones that send often to people who rarely open. A few habits help:
- Send to engaged contacts first. People who replied or clicked in the last few months are more likely to receive and read your message.
- Ask for a reply. A template with buttons such as Show me prices or Not now invites a tap, and a reply opens a customer service window where later messages do not count towards the limit.
- Avoid the peak day. On Dhanteras or the last day of a sale, every brand is sending. Your important announcement has a better chance two or three days earlier.
- Send fewer, better messages. One useful offer a week beats three generic ones. See how quality ratings work for the same logic at number level.
Handling 131049 on Convo360
On Convo360 your broadcasts run from WhatsApp Studio on your own number, and Meta bills you directly with no markup from us. Meta charges only for delivered messages, so a 131049 failure is not billed.
- Open the campaign report and look at the failed contacts and the reason Meta returned.
- Leave 131049 contacts alone for at least a day. If you use the campaign retry, run it the next day, not the same evening.
- Treat 131050 contacts as opted out of marketing, the same way Convo360 treats a STOP reply, and keep them out of future offer broadcasts.
- Use the campaign send window and speed presets so a large list goes out at a sensible pace during the hours your customers read.
- Add buttons to the template and build a short flow in the Flow Builder, so a tap leads to a useful answer from your AI agent or a payment link.

Frequently asked questions
What does WhatsApp error 131049 mean?
It means WhatsApp did not deliver a marketing template to that person to protect engagement, because they reached their per-user marketing limit. The limit depends on how that person reads marketing messages from all businesses. Your number and template are not at fault.
How long should I wait after error 131049?
Meta asks businesses to wait at least 24 hours before resending a marketing template to that person. Retrying sooner usually fails again, and repeated retries within 24 hours can block further attempts to that person for up to 24 hours.
Am I charged for messages that fail with 131049?
No. Meta charges per delivered message, and a message that fails with 131049 is not delivered. On Convo360 you pay Meta directly for delivered messages, and Convo360 adds no markup on top of Meta's rates.
How many marketing messages can one person receive on WhatsApp?
Meta publishes no fixed number. The per-user limit adapts automatically, based on the person's recent marketing read rate and how many messages they have in their inbox. Anyone quoting an exact daily figure is guessing.
Does error 131049 affect order updates or OTPs?
No. The per-user limit applies to marketing templates. Utility templates such as order updates and reminders, and authentication templates such as OTPs, are not what this limit counts, so they keep being delivered normally.
Can I avoid 131049 by sending offers as utility templates?
No. Meta reviews template categories and moves promotional utility templates to marketing. Repeated misuse leads to warnings, caps on utility sending and wider restrictions. Keep offers in marketing templates and send them to engaged contacts.
